Laos and Thailand have signed a Memorandum of Understanding (MOU) to strengthen rail connectivity and improve cross-border passenger services. The agreement comes as the number of travelers using the Krung Thep Aphiwat–Vientiane (Khamsavath) rail route continues to grow.
Since the route began operations in July 2024, it has served approximately 288,700 passengers by January 2025. This surge in ridership highlights the increasing popularity of rail travel between the two nations.
The MOU, signed on February 21 in Bangkok, focuses on enhancing technical cooperation in passenger rail transport. The signing ceremony was attended by Thai Prime Minister Paetongtarn Shinawatra and Lao Prime Minister Sonexay Siphandone, who was on an official visit to Thailand at the invitation of his Thai counterpart.
The agreement was inked by Veeris Ammarapala, Governor of the State Railway of Thailand (SRT), and Daochinda Siharath, Managing Director of Lao National Railways. It is one of four cooperation documents signed during PM Sonexay’s visit, which also covered areas such as justice, trade, and investment promotion.
Strengthening Ties Through Rail Connectivity
SRT Governor Veeris emphasized that the MOU reinforces the longstanding relationship between Thailand and Laos. It aims to develop a connected rail network to improve public transport and boost tourism.
Under the agreement, Thailand will provide support to Lao railway personnel and ensure smooth operations at border stations, particularly at Nong Khai in Thailand and Thanaleng in Vientiane, Laos. This support includes supplying locomotives, rolling stock, and operational staff, as well as establishing revenue-sharing mechanisms and operational guidelines. Thailand has also committed to assisting with accident management and financial settlements related to passenger services.
A Growing Rail Link
The Krung Thep Aphiwat–Vientiane (Khamsavath) rail link, which opened in July 2024, has received positive feedback from both locals and tourists. Khamsavath Station, located in Xaysettha district, Vientiane, is the northernmost station on the direct rail route connecting the capitals of Laos and Thailand. The link was designed to promote tourism and enhance logistics between the two countries.
The new agreement marks a significant step in deepening bilateral cooperation and improving cross-border rail travel, benefiting both nations economically and socially.
