Mainland Travel Cards for Non-Chinese HK Residents Announced

Beijing has announced a significant policy change allowing non-Chinese permanent residents of Hong Kong and Macau to apply for mainland travel permits, eliminating the need for visas. This move, aimed at enhancing cross-border exchanges, was detailed by the National Immigration Administration on Monday.

New Travel Permits Available from July 10

Starting July 10, eligible non-Chinese permanent residents can apply for the new travel permits by visiting a China Travel Service outlet in person. These permits will be valid for five years and allow multiple entries into the mainland, with each stay capped at 90 days.

Border Crossing and Restrictions

Permit holders will benefit from streamlined border crossing through e-channels after providing their fingerprints. However, the permits do not authorize holders to work, study, or engage in activities such as news gathering on the mainland. For these purposes, separate applications to relevant authorities are required.

The National Immigration Administration highlighted that this policy aims to facilitate personnel exchanges in business, investment, culture, tourism, education, and research, supporting the integration of the two Special Administrative Regions (SARs) into national development.

Hong Kong Government’s Response

The Hong Kong government welcomed the new policy, praising its potential to improve border clearance efficiency. Chief Executive John Lee emphasized the policy as a demonstration of the country’s support for Hong Kong under the “one country, two systems” framework.

“Many non-Chinese Hong Kong permanent residents have deep roots in Hong Kong. They have been working diligently and making significant contributions to the development of Hong Kong,” Lee stated. He highlighted that the measure, unrestricted by nationality or industry, underscores Hong Kong’s unique international character and diversity.

Lee also noted the close communication between Hong Kong and mainland officials in facilitating talent flow across the border, marking this policy as a crucial step in fostering greater connectivity and collaboration.
